The Illinois Department of Public Health licenses plumbers under the Illinois Plumbing License Law, issuing Plumber and Apprentice Plumber licenses and registering Plumbing Contractors who work for others.

Illinois EPA says its HEAR application has not yet been processed by U.S. DOE, and a HOMES pilot will launch only after DOE approval. Illinois plans to direct 100% of rebate funds to households below 80% of Area Median Income.

Ameren Illinois · Active
$1,150 instant discount when a contractor buys an ENERGY STAR heat pump water heater from a participating distributor, or when you use a Program Ally contractor. DIY buyers get $800 as an instant coupon at Lowe's or Home Depot or as an online rebate.
Ameren Illinois residential electric customers only. One unit per household per calendar year, rebate capped at the purchase price; online rebates are due within 60 days of purchase or by year end.
Nicor Gas · Active
$150 for an ENERGY STAR gas tankless water heater (UEF 0.95 or higher, 75 MBTUH or less), or $150 for an ENERGY STAR power-vented or condensing storage water heater (UEF 0.86 or higher).
For 2026 installs, apply within 90 days of installation or by January 31, 2027, whichever comes first.
Peoples Gas · Active
Up to $150 for a tankless water heater with UEF 0.95 or higher, or up to $150 for an indirect water heater rated 88% AFUE or higher.
Single-family homes, two-flats and individually metered condos or townhomes. Equipment must be new and the old unit removed; rebate cannot exceed project cost.
