The city last updated its home permit fees on Feb. 1, 2019 (Ord. 18-145). There is no line for water heaters. A similar special permit, such as one for a water softener, costs an $18 clerical fee, a $26 permit fee and $44 per inspection ($88 total).

Naperville's permit guide says new water heaters, including a switch in power source, need a permit. Replacing a unit with the same type does not. When you do need one, you apply and pay for the plumbing permit in the city's Civic Access portal.

Plumbers need a State license. Plumbing contractors include their State contractor registration with each permit application. Naperville doesn't appear to have its own plumbing license.
