The village says you need a permit before starting plumbing, heating or cooling installs. Village Code 12-2-16 says no plumbing may be installed or changed without a permit, and permits go only to firms with a village plumbing license. Repairs that don't change the existing system are exempt. The village posts separate permit forms for homeowners and contractors, and the contractor form marks a village plumbing license as required.
