Lombard requires a permit to replace a water heater, and it's a flat $75. ComEd and Nicor Gas supply energy, and water is Lake Michigan water delivered by the DuPage Water Commission. In older homes the bigger issue may be the water line feeding the heater. The village replaces the public part of a lead line for free and pays back part of the private side. In 2026 it sent an IEPA-required notice about missed lead testing and reporting steps.

HOMES IN LOMBARD
About 66% of homes were built before 1980. Older homes often have older venting, smaller closets and shutoff valves that should be checked before install day.
82% of homes heat with utility gas, so gas water heaters with existing venting are common here.
U.S. Census Bureau, American Community Survey ACS 2024 5-year ↗ (2020-2024). Heating fuel is what homes use to heat the house. It often, but not always, matches the water heater’s fuel.
LOCAL CONDITIONS
The village replaces the lead line from the main to the curb stop for free. From the curb stop to the meter, it pays up to $5,000 or 75% of the cost, including iron or galvanized pipe connected to lead. The village says homes built before 1930 most likely have lead lines, and homes from the 1930s-1960s may. Replacing the private side needs a building permit from Community Development and a licensed plumber, and usually costs $5,000-$7,000.
In February 2026 one home sample tested high for lead. Lombard then missed required sampling, follow-up testing and reporting steps, so in 2026 it sent an IEPA-required notice. The village says this was not a problem across the whole system, and there's no boil order. The 2025 report shows a 90th-percentile lead level of 11.7 ppb, with single results as high as 32.6 ppb.

COMMON QUESTIONS
Yes. Through its Lead Water Service Line Reimbursement Program, the village replaces the main-to-curb-stop part for free and pays back up to $5,000 or 75% of the curb-stop-to-meter part.
No. The village says the notice was about missed testing and reporting steps after one high home sample, not an emergency. Boiling doesn't remove lead anyway. Call Public Works at (630) 620-5740 to ask about testing.
