LOCAL CONDITIONS
Under Dallas's plumbing code changes, a water heater in an attic, on a roof, or on a mezzanine or platform more than 8 feet above the floor must be reachable by stairs or a permanent ladder fastened to the building. A portable ladder is allowed only for units of 10 gallons or less (or bigger with approval) reached through a drop ceiling no more than 10 feet up. The space also needs a light and an outlet if it doesn't have them.

Dallas's Sec. 504.6 says the relief valve pipe must drain through an air gap, have no trap, flow downhill and end where people can see it. Its Sec. 504.7.1 requires a water heater pan at least 1.5 inches deep, drained by a pipe at least 3/4 inch wide that empties through an air gap.

PERMITS & LICENSING
Dallas handles home plumbing permits through its DallasNow online system, and district plumbing inspectors do the inspections. The city's homeowner permit rules say plumbing work needs a permit and must pass Building Inspection before you use it. We didn't find a permit type just for water heaters.
