GARLAND AT A GLANCE
Garland has its own permit for replacing a water heater: $88 for a house ($70 plus an $18 processing fee), with a required inspection. If you own and live in the home and have a DCAD homestead exemption, you can do the work under a Homeowner's Affidavit. Otherwise a master plumber registered with the city must pull it. About 85% of the city gets power from city-owned Garland Power & Light.

HOMES IN GARLAND
About 55% of homes were built before 1980. Older homes often have older venting, smaller closets and shutoff valves that should be checked before install day.
57% of homes heat with electricity, which usually means an electric water heater. It’s worth getting a price on a heat pump model too.
U.S. Census Bureau, American Community Survey ACS 2024 5-year ↗ (2020-2024). Heating fuel is what homes use to heat the house. It often, but not always, matches the water heater’s fuel.
LOCAL CONDITIONS
Garland requires a working relief valve (T&P) with a 3/4-inch copper or CPVC drain ending about 6 inches above the garage floor or ground, a cold water shutoff, and a pan under every water heater. In a garage, an electric heater must be raised if its ignition source is under 18 inches.
An attic heater must be within 20 feet of the opening, with permanent stairs or a ladder (pull-down stairs rated for 300 lb count), a solid 24-inch walkway, a 30-by-30-inch work platform, a light on a switch, and a pan drain that ends outside.
In Garland, a gas water heater in a bedroom or bathroom must be in its own closet with a threshold and a solid, weather-stripped door, and a gas shutoff within 6 feet.
