PERMITS & LICENSING
Hopkins takes plumbing permits on a paper application you return to City Hall. The form lists 'Water Heater' as a project type, asks what the job is worth, and has an office 'Double Fee' box for work started without a permit. The contractor books inspections (952-548-6320 or online) at least 24 hours ahead. Inspections happen 9-11 a.m. and 1-4 p.m.
Plumbers must file a copy of their Master Plumber license or DLI bond and an insurance certificate. State-licensed plumbers don't need a city license for work their state license covers. Other contractors, such as mechanical, need a city contractor license: $80 a year or $15 a project.
