Everett's 2019 water heater handout requires: a T&P valve drain the same size as the outlet (no flexible connectors); an expansion tank on closed systems; vacuum relief on tanks above fixtures (attics, platforms); straps in the upper and lower thirds; and, in garages, the ignition source at least 28 inches above the floor (as the handout prints it) unless the tank is flammable-vapor-ignition-resistant.
The handout says vent connectors in unheated spaces like attics and crawl spaces must be Type B vent. Single-wall connectors are allowed in garages with 6 inches of clearance from anything that can burn.
