The Bellevue reviewer said a basic phone quote omitted items like the expansion tank, pan and earthquake straps that were added on arrival, making the total $400-500 more than a competitor's all-inclusive quote.

The customer said a warranty water heater replacement carried a $326.20 charge for an expansion tank that a Whatcom County inspector told him is required by code and should have been in the base price, among other add-on charges.
