Shoreline lists 'Replacing a water heater (tank or tankless)' as work that needs a residential mechanical/plumbing permit. Apply and pay online in eTRAKiT under 'Mechanical or Plumbing Online'. No documents are needed. A permit technician processes it in 24–48 hours, and you can start once it's issued.
Only contractors licensed through L&I can have professional eTRAKiT accounts. We didn't confirm whether a city business license is required.
