SeaTac's building FAQ says installing a new water heater is a replacement, not a minor repair, so it needs a permit. In an emergency you can replace it right away, as long as you get the permit the next business day and have the work inspected.
Every contractor needs a City of SeaTac business license before doing any work, as well as state registration.
