Licensing in Georgia

Plumbers are licensed statewide by the Georgia State Construction Industry Licensing Board's Division of Master and Journeyman Plumbers (Secretary of State). License types are Journeyman Plumber, Master Plumber Class I (limited to single-family and one-level two-family dwellings and commercial structures up to 10,000 sq ft) and Master Plumber Class II (unrestricted).

Water heater replacements typically also need a local permit from the city or county building department; Atlanta Gas Light's own rebate terms require a Georgia contractor licensed and certified to install natural gas water heaters.

Rebates and credits in Georgia

Georgia Home Electrification and Appliance Rebates (HEAR)

Georgia Environmental Finance Authority (GEFA) · Closed

Georgia's IRA-funded HEAR point-of-sale rebates for heat pump water heaters and other electric appliances are not accepting new applications; project submissions are paused until further notice.

Georgia Home Efficiency Rebates (HER)

Georgia Environmental Finance Authority (GEFA) · Active

Whole-home efficiency rebates sized by household income (AMI) and modeled energy savings; the site says households can get up to $16,000 combined across Georgia's home energy rebate programs.

Must start with a home energy assessment from a program-approved contractor; a water heater only counts as part of a qualifying whole-home savings project.

Home Energy Improvement Program – Heat Pump Water Heater

Georgia Power · Active

Up to $800 back on a heat pump water heater; up to $500 for a combination heat pump water/space heating system and up to $250 for a solar water heater.

Georgia Power residential customer; installed by a licensed professional installer; apply within 60 days of the paid-in-full invoice. See the 2026 HEIP preconditions document.

Residential Water Heater Energy Efficiency Rebate

Atlanta Gas Light (Southern Company Gas) · Active

2026 program: $200 for a gas storage tank water heater at 0.82 UEF or higher, $200 for a condensing tank at 0.90 TE or higher, or $300 for a gas tankless at 0.87 UEF or higher, replacing an existing gas water heater below 0.82 UEF.

Runs Jan 1 to Dec 31, 2026; must have a gas account with a Georgia certified natural gas marketer served by AGL; installed by a Georgia licensed contractor; paperwork postmarked within 45 days; one per address per 10 years; not for new construction.

Conversion Rebate – Water Heater

Atlanta Gas Light (Southern Company Gas) · Active

$400 for converting an electric or propane water heater to a natural gas tank water heater, or $500 for converting to a natural gas tankless water heater.

Replacing electric or propane equipment; new construction not eligible; cannot be combined with other AGL offers.
