The Mall at Stonecrest opened in 2001. Census estimates say about a third of the city's homes were built in the 2000s and another fifth in the 1990s. The city also includes the Arabia Mountain National Heritage Area. Builder-installed heaters from that boom are now 20 to 25 years old, and about 41% of households heat with gas, so swapping one gas tank for another is common.

Some of Stonecrest buys power from Snapping Shoals EMC, not Georgia Power. The co-op pays $350 for a qualifying heat pump water heater and $200 for switching a gas heater to electric (50-gallon minimum; terms took effect February 1, 2023 and can end at any time). If your garage has room, that can make a heat pump unit the better deal.
The checklist also counts gas piping and new fixtures that change piping as permit work. So switching from electric to gas, or moving the heater, adds work to the same plumbing permit, at $10 per water heater within the $100 minimum.
