BELVEDERE PARK AT A GLANCE

Replacing a water heater in Belvedere Park.

Belvedere Park never became a city, so DeKalb County issues the permit for a water heater. It's a 1950s planned suburb east of Atlanta, laid out from 1952 with its own schools, parks and shopping center, where Rich's opened its second branch store in 1959. Most houses are one-story Embry Brothers ranches that still heat with natural gas. A typical job is a gas tank swap in a seventy-year-old house.

Belvedere Park is an unincorporated community in DeKalb County, so county offices handle permits.

HOMES IN BELVEDERE PARK

What Belvedere Park homes are like.

1961Median year built
73%Built before 1980
60%Owner-occupied
58%Heat with utility gas
84%Single-family homes

About 73% of homes were built before 1980. Older homes often have older venting, smaller closets and shutoff valves that should be checked before install day.

58% of homes heat with utility gas, so gas water heaters with existing venting are common here.

U.S. Census Bureau, American Community Survey ACS 2024 5-year ↗ (2020-2024). Heating fuel is what homes use to heat the house. It often, but not always, matches the water heater’s fuel.

LOCAL CONDITIONS

What’s different in Belvedere Park.

1950s Embry Brothers ranch houses

The Embry Brothers built most homes in Belvedere Park, mostly one-story ranch and contemporary styles advertised at $11,000 to $14,800 in 1958. Census estimates say about 42% of today's homes were built in the 1950s alone. The heater often sits next to the furnace in a basement, crawlspace utility area or hall closet. A replacement is when you tend to find original galvanized supply pipe, gas lines that are too small, or no pan and no drain for the relief valve.

Ask: Is there any galvanized pipe left at the heater, and will you replace it along with the connectors?

Mostly gas; check the shared chimney

About 58% of Belvedere Park homes heat with utility gas. Atlanta Gas Light delivers it, and under Georgia's deregulated gas market you pick the marketer who bills you. If an old furnace was replaced with a high-efficiency one that vents through plastic pipe, the water heater may be left venting alone into a masonry chimney built for both. It may need a liner so the fumes draw out safely. DeKalb charges $25 for a vertical gas vent on its HVAC schedule.

Ask: Does the water heater vent by itself into the old chimney, and does it need a liner?

Chattahoochee River water from the Scott Candler plant

All of DeKalb County's water comes from an intake on the Chattahoochee River north of the county, upstream of Atlanta. It's treated at the Scott Candler Water Treatment Plant. River water in the Southeast like this is usually much softer than the well water that builds scale in heaters in Florida or Texas. DeKalb's 2026 report doesn't give a hardness number, but a softener is rarely the first thing to budget for here.

COMMON QUESTIONS

Belvedere Park water heater questions.

My mailing address says Decatur. Does the City of Decatur issue my permit?

Not if you live in Belvedere Park. It isn't part of any city, so DeKalb County's Planning & Sustainability department issues the plumbing permit, even with a Decatur mailing address. Only homes inside Decatur or Avondale Estates city limits go through those cities.

Wikipedia – Belvedere Park, Georgia (1952 planned community, Embry Brothers, Rich's 1959) ↗ · DeKalb County Planning & Sustainability – Permits, Plan Review & Inspections ↗

How much is the permit?

The minimum plumbing permit is $100, plus a $20 technology fee. A water heater on its own is only $10, so one replacement costs the minimum.

Where does Belvedere Park's water come from?

The Chattahoochee River. DeKalb County treats it at the Scott Candler Water Treatment Plant. The county's report doesn't list hardness.
