LOCAL CONDITIONS
What’s different in Valrico.
The new $7,500 exemption skips plumbing
Florida HB 803 lets some non-structural work under $7,500 on a single-family home skip a permit. But Hillsborough County says the exemption doesn't apply to electrical, plumbing, mechanical or gas work, or to property in a flood hazard area. A water heater replacement still needs a permit.

PERMITS & LICENSING
Permits and licenses in Valrico.
Permits and who issues them
A water heater replacement in Valrico needs a Hillsborough County plumbing permit. Plumbing isn't covered by the 2026 HB 803 exemption, the county says, and the only plumbing it lets you do without a permit is leak repairs, toilet clogs and septic cleaning. You'll get inspections but no plan review, and you file on HillsGovHub.
Hillsborough County recommends hiring a contractor with a valid license and insurance to work in the county. Check licenses on HillsGovHub or the state DBPR website.
