Progress Village was planned in the late 1950s as a 'model community' of affordable homes for Black families displaced by redevelopment in Tampa. It was organized by Progress Village, Inc., whose trustees included C. Blythe Andrews, Cody Fowler, James Hargrett Sr. and Perry Harvey Sr., and its planning records run from 1957 to 1977. That original core now sits beside large 2010s townhome sections. In the sixty-year-old houses, a heater swap may bring new shutoff valves, wiring or a drain pan; in the newer ones, it's often the first replacement of the builder's heater.
