St. Petersburg's fee code lists single-family 'hot water heater unit changeout' permits for tank and tankless heaters, with or without electric, gas and plumbing work. The city's HB 803 notice says plumbing, electrical, mechanical and gas work aren't exempt. Homeowners can file at the Municipal Services Center, One 4th St. N., Monday–Friday 8 a.m.–4 p.m.
