Replacing a water heater in Spring.
You don't need a permit to replace a water heater in Spring, because unincorporated Harris County has no plumbing permit. CenterPoint delivers power. Your water comes from the MUD serving your subdivision, which is probably part of the North Harris County Regional Water Authority's plan to switch from well water to treated surface water from the City of Houston. So your water may be well water, surface water or a changing mix. Most homes are detached subdivision houses (typical year built 1993), split about evenly between gas and electric heat.
Spring is an unincorporated community in Harris County, so county offices handle permits.

LOCAL CONDITIONS
What’s different in Spring.
MUDs switching to surface water
NHCRWA says 143 MUDs are in its Groundwater Reduction Plan. The plan required a 30% cut in groundwater use by 2010 and aims for 60% by 2025 and 80% by 2035, using treated surface water bought from the City of Houston (including an expansion of the Northeast Water Purification Plant). You'll see an NHCRWA pumpage fee on your MUD bill.

Your water can change
MUDs are moving from Gulf Coast Aquifer wells to Houston surface water on different schedules, so your water can change from one year to the next. Check your MUD's yearly water quality report before choosing a softener or a tankless heater that needs descaling.

Permits and who issues them
Harris County doesn't issue plumbing, electrical or water heater permits outside cities. Its Permits A to Z list from the county engineer covers only floodplain/development, driveway, septic, water well, pool, fire code and similar permits. There's no county permit or inspection for a same-type replacement, but the work still has to follow state plumbing law and the plumbing code the Texas State Board of Plumbing Examiners adopted.
There's no county registration for plumbers here, only the state license from the Texas State Board of Plumbing Examiners.
