LOCAL CONDITIONS
Houston annexed parts of Atascocita in the 1960s and released them in the late 1970s. Since 2000, Houston has used limited-purpose annexation of commercial strips inside suburban utility districts to share sales tax without providing city services. Those deals did not bring Houston building inspections to Atascocita homes. So for a water heater there is no city or county permit and no inspection; your protection is your plumber's license.
Ask: Are you licensed by the Texas State Board of Plumbing Examiners, and will you follow the state plumbing code even without an inspection?

During Hurricane Harvey in 2017, more than 17,000 homes and 5,000 businesses flooded around Lake Houston, including neighborhoods off FM 1960 between Humble and Atascocita, such as Belleau Wood. Replace a heater that sat in floodwater instead of drying it out. If your garage has flooded before, put the new heater on a taller stand or move it higher, because no county inspector will tell you to.
Ask: Can the replacement go higher than the old one if this garage has flooded before?

Census estimates show about two-thirds of Atascocita homes were built in 2000 or later, almost nine in ten are detached houses, and about 65% of households heat with utility gas. In Houston-area builder homes the original tank is usually in the garage or attic. Replacing an attic heater means a drain pan piped to the outside and a safe way to get the old one out, which can add labor to the quote.

Each Atascocita subdivision gets water from a municipal utility district (MUD) or similar district, which sets its own rates and publishes its own water quality report. For example, Harris County MUD 46 issued a boil-water notice on August 26, 2023 after three main breaks during a drought. After any boil notice or drop in pressure, flush your heater to clear out sediment.
