Channelview sits where the San Jacinto River meets the Houston Ship Channel, and much of it grew up next to industry. That left a mix of older houses, manufactured-home lots and newer subdivisions, split between the Channelview and Galena Park school districts and served by several separate water districts. Two neighbors can have very different setups and water.
Ask: Which water district is on your bill, and is the home site-built or manufactured? The heater you need depends on both.

Federal rules for manufactured homes say a gas water heater must keep its burning completely separate from indoor air (a direct-vent unit, for example), with approved air inlets and flue outlets. Tank heaters need a rust-resistant drain pan that drains outside or to a drain. With no county inspector, check yourself that the new heater is approved for manufactured homes.

PERMITS & LICENSING
Outside city limits, Harris County has no plumbing, electrical or water heater permit. The county engineer's Permits A to Z list includes only floodplain/development, driveway, septic, water well, pool, fire code and similar permits. So a same-type replacement needs no county permit or inspection, though it still has to meet state plumbing law and the plumbing code adopted by the Texas State Board of Plumbing Examiners.
Harris County doesn't register plumbers. Your plumber needs a state license from the Texas State Board of Plumbing Examiners.
