LOCAL CONDITIONS
What’s different in La Porte.
Homestead exemption decides homeowner permits
La Porte lets you work on your own home only if you've completed the Harris County residential homestead exemption.
Posted fees leave out plumbing
The fee schedule La Porte links from its FAQ (Ordinance 2019-3747, scanned in 2023) lists building and mechanical fees but none for plumbing or water heaters. Work started without a permit pays double.
Texas law covers water heaters in cities this size
Under Texas Occupations Code 1301.551, any city of more than 5,000 people has to regulate water heaters and require a plumbing permit for plumbing work. The only exceptions are fixing leaks and replacing faucets, ballcocks, disposals and toilets, so water heaters aren't exempt. That section also stops cities from charging licensed plumbers their own registration fee.
