Replacing a water heater in Lutz.
Lutz is unincorporated, so a water heater swap needs a $130 Hillsborough County plumbing permit; Tampa Electric supplies power. This is semi-rural north Hillsborough, and only about a third of Lutz has city or county water. Most of the rest is on private wells. Public water comes from three different sources, including a small former private utility the county bought in 2024.
Lutz is an unincorporated community in Hillsborough County, so county offices handle permits.

Wells for much of Lutz
Our estimate from the county's water map: about 16% of Lutz is on City of Tampa water, about 15% on the county's Northwest system and about 3% on the county's Windemere system. Lakes cover about 9% of the area, so more than half the land has no public water, and private wells are the norm there. Florida's health department recommends testing private wells every year.

COMMON QUESTIONS
Lutz water heater questions.
What water does my Lutz home have?
It could be City of Tampa, Hillsborough County (Northwest or Windemere systems) or a private well. Your water bill, or not having one, tells you. About two-thirds of Lutz has no city or county water.

I'm in the old Windemere utility area. Did anything change?
The county took over Windemere on June 7, 2024. Water still comes from the system's own aquifer wells, and customers who stayed at their address pay rates that rise in steps.
