CHEVAL AT A GLANCE
A $130 Hillsborough County plumbing permit covers a water heater replacement in Cheval. Tampa Electric supplies power, and all of Cheval is on the county's Northwest water system. This compact north-central community has lakes and wetlands across much of the map, and about three-quarters of homes date from the 1980s through the 2000s. Census estimates show no mobile homes and over a third of homes in multi-unit buildings, unusual for the county's northern suburbs.
Cheval is an unincorporated community in Hillsborough County, so county offices handle permits.

HOMES IN CHEVAL
The median home was built in 1994. A first or second replacement is common in homes this age.
93% of homes heat with electricity, which usually means an electric water heater. It’s worth getting a price on a heat pump model too.

LOCAL CONDITIONS
Our estimate from FEMA's flood map puts about 46% of Cheval in a special flood hazard area (mostly AE). Water covers about 12% of the area, so at least a third of the land itself is mapped floodplain. For flood-zone homes, Hillsborough County adds plumbing work to a running 12-month total to decide whether a project is a 'substantial improvement'.

About 37% of Cheval's homes are in buildings with two or more units, and about 41% of households rent (ACS 2020-2024). In a building run by an association, owners and renters should find out who is responsible for the water heater and whether management has to approve the contractor.

PERMITS & LICENSING
In unincorporated Hillsborough County, a water heater replacement needs a plumbing permit. The county says the 2026 HB 803 exemption doesn't cover plumbing, and only leak repairs, toilet clogs and septic cleaning are permit-free. You need a plumbing permit; there are no plans to submit, just inspections. File it through HillsGovHub.
The county tells homeowners to hire someone with a valid contractor license and insurance to work in Hillsborough County. You can check licenses on HillsGovHub or the state DBPR site.

COMMON QUESTIONS
A simple replacement just needs a normal county plumbing permit. Raising equipment comes into play when the building's improvements over 12 months add up to 50% of its market value. If the swap is part of a bigger project, check your zone on FEMA's map.

It depends on your lease and the association's rules, and with about four in ten Cheval households renting, the question comes up a lot. Either way, a licensed contractor or the owner gets the permit from Hillsborough County.
