Replacing a water heater in Lake Magdalene.
Lake Magdalene is unincorporated, so a water heater swap needs a $130 Hillsborough County plumbing permit; Tampa Electric supplies power. This 1970s-80s suburb north of Tampa, around the lake of the same name, is split between two water utilities: the county's Northwest system covers most of it, and the City of Tampa the rest. It also has more than 900 mobile homes, unusual for a close-in suburb.
Lake Magdalene is an unincorporated community in Hillsborough County, so county offices handle permits.

Tampa-served streets get treated river water
The quarter of Lake Magdalene billed by the City of Tampa gets Hillsborough River water treated at the David L. Tippin plant. There it's settled, disinfected with ozone, and treated with lime and caustic soda to keep the pH neutral and protect pipes. The finished water averaged pH 7.88 and 211 mg/L hardness in 2025. That's enough for electric elements and tankless heat exchangers to build up scale unless you flush them regularly or use a softener. Streets on the county's Northwest system get a different mix of groundwater and regional water.
Ask: Which utility is on my bill, and how often should the new heater be flushed for that water?
