APOLLO BEACH AT A GLANCE
Replacing a water heater in Apollo Beach.
Yes, unincorporated Hillsborough County requires a $130 plumbing permit to replace a water heater in Apollo Beach. Tampa Electric supplies power and most homes get county water. Apollo Beach is on the east shore of Tampa Bay, with mostly newer homes: the Census median build year is 2010, and about half were built since 2010. Two things stand out: much of it is in FEMA's flood hazard area, and many homes already have gas.

LOCAL CONDITIONS
What’s different in Apollo Beach.
Much of Apollo Beach is in the flood zone
Our estimate from FEMA's flood map puts about 59% of Apollo Beach in a special flood hazard area (mostly AE, with some coastal VE along the bay). Even leaving out all the open water inside the boundary, that's about half the land. Hillsborough County counts plumbing equipment toward its 12-month 'substantial improvement' total for flood-zone buildings, so a water heater permit here can add to a larger remodel tally.

Gas is common for a south-county community
About 19.7% of Apollo Beach households heat with utility gas (ACS 2020-2024 estimates), compared with under 2% in nearby Ruskin and Gibsonton. If your home already has a gas meter, a gas tank or tankless heater is a real option. Check your address on Peoples Gas's lookup.

Mostly South-Central county water
The county's water service map puts about 86% of Apollo Beach in Hillsborough County's South-Central system. It gets mixed regional water (groundwater, river water and desalinated seawater) from Tampa Bay Water. Most of the rest of the area is open water.

PERMITS & LICENSING
Permits and licenses in Apollo Beach.
Permits and who issues them
Unincorporated Hillsborough County requires a plumbing permit to replace a water heater. The county's permit-exemption page says the 2026 HB 803 exemption doesn't cover plumbing; the only plumbing jobs that skip a permit are leak repairs, toilet stoppages and septic cleaning. There are no plans to submit, just inspections. Apply through the HillsGovHub portal.
The county tells homeowners to hire someone with a valid contractor license who is insured to work in Hillsborough County. Check licenses on HillsGovHub or the state DBPR site.

COMMON QUESTIONS
Apollo Beach water heater questions.
My Apollo Beach house is on a canal. Does the flood zone change a water heater swap?
Replacing a heater with the same type still needs only the standard county plumbing permit. The difference is that the county adds up improvement costs on flood-zone buildings over 12 months. If the total reaches 50% of the building's market value, the whole building must meet flood rules. Check your zone on FEMA's map before planning a bigger remodel.

Can I switch to a gas water heater in Apollo Beach?
Often, yes. About one in five Apollo Beach households already heats with utility gas. Whether a gas line reaches your street depends on the address, so check Peoples Gas's ZIP and address tool first.
