Heat pump water heaters list an operating air range: 37–120°F for Bradford White’s AeroTherm G2, 45–120°F for A.O. Smith’s Voltex, 37–145°F for Rheem’s plug-in ProTerra. Outside it, they switch to electric elements, which use more energy. A.O. Smith advises against attic installs.

A same-type swap by a licensed contractor needs no permit

Phoenix’s permit exemption covers a same-type replacement by a licensed contractor. Switching fuel, moving the heater or rerouting piping takes the job outside that exemption, which can change both the price and the timeline.

Permits and who issues them

Phoenix’s 2024 Building Construction Code (effective August 1, 2025) exempts “replacement, in kind, of an existing water heater in one- and two-family dwellings when the work is performed by a licensed contractor.” “In kind” means the same type of heater, using the same fuel, in the same spot. A change of fuel, type or location doesn’t qualify, and relocating valves, pipes or fixtures needs a permit.

Before assuming you don't need a permit, check with Phoenix Planning & Development about new electrical circuits (for a heat pump or electric tankless), gas line changes, new venting, or doing the work yourself. A provider's blanket statement about permits may leave out the city's exemption.
