LOCAL CONDITIONS
What’s different in Glendale.
No local exemption for water heater swaps
Glendale adopted the 2024 International Building and Residential Codes. Its only changes to the Section 105.2 no-permit list are for fences and hoophouses, so a replacement water heater still needs a permit.
Mix of surface water and groundwater
Glendale's 2024 water report lists its supply as 46% SRP (Salt/Verde), 43% CAP (Colorado River), 6% reclaimed water and 5% groundwater. It says hard water can leave scale in water heaters but gives no hardness number.
