PERMITS & LICENSING
St. Louis County Transportation and Public Works says a water heater replacement requires a plumbing permit. For heaters of 120 gallons or less it's a No-Plan Plumbing Permit, bought online on the county's Accela portal and followed by an inspection. Wildwood leaves plan review and inspections to St. Louis County and lists new or replaced plumbing as work that needs a permit.
Whoever installs a home water heater of up to 120 gallons, 40 kW or 140,000 BTU needs a St. Louis County license: master or journeyman plumber, or master or journeyman water heater replacement specialist.
