LOCAL CONDITIONS
Elfers started as the Baillie settlement. Its post office opened on December 14, 1909, named by the first postmaster's wife after an uncle, and a rail line came in 1913 to haul citrus. Elfers became a town in 1925 but dissolved in 1933, so it has no building department and every water heater permit goes to Pasco County. The 1915 brick schoolhouse still stands as the Elfers CARES Center, and the Samuel Baker House is on the National Register.

If you're replacing a water heater, the application must note where it sits. Apply online at PascoGateway (Accela). For water heater swaps, contractors can ask for a VuSpex video inspection.
