Mesquite's Building Division issues plumbing permits using its Plumbing Permit Application and an online permit system with a fee estimator. The Nevada State Contractors Board says replacement water heaters need permits and inspections.

Contractors and subcontractors need a City of Mesquite license as well as a State of Nevada license, according to the certification on the permit application.
