Little Canada takes plumbing, mechanical and electrical permits online on its OpenGov portal (questions to permits@littlecanadamn.org). The fee schedule lists inside plumbing fees per fixture, and the electrical fees mention an outlet for a water heater. But we found no city page that says plainly that swapping in a same-type water heater needs a permit.
