Replacing a water heater in Glen Carbon.
Glen Carbon doesn't say whether a straight water heater swap needs a permit, so call Building and Zoning. Its 2026 fee schedule charges $65 for every $100,000 of market value for a residential plumbing permit. Permits go through the village's online portal. Ameren Illinois serves the area, and the village buys Mississippi River water from Illinois American Water's Granite City plant.

- Who gets the permit
- We found no village rule. Under the Illinois Plumbing License Law, if you own and live in a single-family home, you can do your own plumbing when it meets the state plumbing code and passes inspection. If not, you need an Illinois-licensed plumber.
