In August 2026, the city posted that FEMA's proposed flood maps will change flood zones around Alligator Creek, with the maps set to take effect in summer 2027. One of the city's flood-proofing tips is moving water heaters somewhere less likely to flood. That's worth thinking about at replacement time if your garage heater is in a mapped zone.
Safety Harbor bills its own water, sewer, trash and stormwater service. City residents pay a $200 deposit, and customers outside city limits pay a 25% surcharge. The city buys its water from Pinellas County Utilities, so hardness matches the county supply.

In April 2025, the city approved replacing water and sewer mains on Elm, Pine, Spruce, Cedar and Dr. Martin Luther King Jr. streets. The 18-month project means short water shutoffs when new service lines are connected. Homes there may see a brief shutoff or some sediment after hookups, which can affect a new heater's first flush.

PERMITS & LICENSING
Pinellas County requires a permit to install a new water heater. A 'Water Heater Equal Change Out, Tank or Tankless' is an Express Permit filed on the Pinellas County Access Portal, often issued right after you pay. Request an inspection by 3:30 p.m. for next-day service. Under an agreement with the city, the county has handled Safety Harbor's building permits and inspections since May 1, 2021, and asks residents to check city requirements first.
Contractors need an Access Portal account with an active license. If they're registered with PCCLB, the county checks the Pinellas County Construction Licensing Board database. If not, they register by emailing their state license, insurance certificates and ID to Building@pinellas.gov.
