What can change the price in Monument?

With the vent included, a replacement costs $75 rather than $40. PPRBD's handout says old cellular-core plastic vent pipe has to be removed and replaced, and new plastic exhaust pipe has to be air-tested at 5 psi. The Town of Monument's 2026 water quality report (2025 data) lists only groundwater wells, numbered 1 through 13 plus a replacement Well 3. It reports natural fluoride averaging 1.3 ppm (up to 1.83), combined radium at 1.1 pCi/L (the limit is 5), and sodium around 9 ppm. It gives no hardness number, so test your water before choosing a softener size.

Triview: mostly renewable water since 2024

Triview Metropolitan District says that since the Northern Delivery System was finished in 2024, it can meet over 80% of future water needs with renewable supplies, relying less on Denver Basin wells that don't refill. Its water rights come from the Upper and Lower Arkansas basins and Fountain Creek. Because Colorado Springs Utilities treats that surface water, Triview posts CSU's 2026 water quality report next to its own. So the water in Jackson Creek homes has changed in the last two years.

Permits and who issues them

Water heaters are on PPRBD's permit list, and its handout says both gas and electric installs must be permitted and inspected. Monument uses the Pikes Peak Regional Building Code, which PPRBD runs. The town's Planning Department handles some permits alongside PPRBD, and town use tax applies to building materials for permitted work. Expect a final plumbing inspection after the swap, and heating and electrical inspections if those apply.

Yes, two kinds. The contractor must be licensed and registered with PPRBD. Monument also requires every business working in town, including out-of-town contractors and subcontractors, to have a town business license before a permit application can be filed. It's $100 to start and $40 a year to renew under the fee schedule effective Oct 1, 2026.

If the Town of Monument is your water provider, it's Denver Basin well water. Triview Metro District customers (such as Jackson Creek) get mostly renewable surface water treated by CSU plus some district wells.
