Black Forest is unincorporated El Paso County, so a water heater replacement needs a PPRBD permit: $40, or $75 with the vent. Homes sit on big wooded lots near 7,400 feet and draw water from their own Denver Basin wells. Gas is Black Hills Energy or propane; electricity is Mountain View Electric Association. Many homes were rebuilt after the 2013 Black Forest Fire. Untested well water and thin air for gas burners matter more here than the permit.
Black Forest is an unincorporated community in El Paso County, so county offices handle permits.

01 / TYPICAL PRICES

AI equipment illustrations; models vary and images are not to scale. Typical national prices from Home Depot ↗, checked September 28, 2026. The source doesn’t say how many jobs the ranges are based on. These are not Black Forest averages or guaranteed quotes.
If the vent is replaced with the heater, the fee is $75 instead of $40. PPRBD's handout says old cellular-core plastic vent pipe must be pulled out and replaced, and new plastic exhaust pipe must pass an air test at 5 psi. Plumbing, electrical, gas or heating work done outside a building permit is charged by job value (Table C starts at $50 for $100–$500).

LOCAL CONDITIONS
El Paso County's March 2025 Denver Basin study says the Denver Basin rock aquifers supply all of Black Forest's water, and that the Dawson aquifer gets much thinner around Black Forest. No utility treats or tests private well water, so sediment, minerals and water chemistry differ from one well to the next. That's worth knowing before you pick a tank's anode or decide on a softener or sediment filter.
El Paso County Public Health says private well owners are responsible for testing their own water from time to time, since federal drinking water rules only cover public systems. Its lab tests for bacteria and some minerals (inorganic anions). Pick up kits at listed locations (including Falcon Fire Station #3) and return samples to the lab at 1675 W. Garden of the Gods Road. The page doesn't list a hardness test, so for a hardness or iron check before a new heater, use a private lab or a home test.
The USGS elevation service puts central Black Forest at about 7,376 feet. Gas water heaters are certified for set altitudes. For example, Rheem's spec sheet for one condensing model requires a high-altitude kit above 2,000 feet on natural gas, and a factory 'H' model for propane between 2,000 and 7,800 feet. Check the altitude rating on the data plate or spec sheet before buying, especially if you use propane. Census estimates for 2020–2024 show about 16% of Black Forest households heat with propane (bottled gas), far more than in the suburbs to the south, and about 71% with utility gas.

The June 2013 Black Forest Fire destroyed 488 homes. A county health survey of 522 wells in the burn area found about a third damaged (melted wires or exposed well caps). Many homes were rebuilt in the years after the fire, so their first water heaters are now wearing out around the same time.

PERMITS & LICENSING
PPRBD says water heaters need a permit, and its handout says both gas and electric installs need a permit and inspections. Black Forest is unincorporated El Paso County, and PPRBD is the building department for those areas. A replacement gets a final plumbing inspection, plus heating and electrical inspections where they apply.
Yes. PPRBD says any contractor you hire must be licensed and registered with PPRBD, with the license in good standing, before it can get a permit.

COMMON QUESTIONS
From private wells. El Paso County's 2025 Denver Basin study says the Denver Basin aquifers supply all of Black Forest's water. There's no district or city system to publish a hardness number, so test your own well.

Yes. Black Forest sits around 7,400 feet, and gas units are only certified up to a stated altitude. Some propane models need a factory high-altitude version. Make sure the rating covers your elevation.
