What can change the price in Tucson?

Tucson is one of the places (with Pima County, Sahuarita and South Tucson) that endorse the ACT replacement program. A certified contractor buys a $22.50 water heater permit online, and no local inspection is needed because the technicians are tested and certified. It's limited to replacements that keep the same size and fuel.
