Switching fuel means a full permit. Electric to gas needs the heater's BTUs and a gas line drawing (meter, pipe size, pipe length). Gas to electric needs a load calculation showing the home's electrical service can handle the new heater, plus where the disconnect goes. The ACT route only works if size and fuel stay the same.

PERMITS & LICENSING
Pima County requires a permit to replace a water heater outside city limits. Apply online at permits.pima.gov or in person at Building Safety, 201 N Stone Ave. For a replacement of the same size and fuel, you only need the property address and a contact for the inspection. Contractors certified in the regional ACT program can buy the permit online through EzPermitting instead.
The County's page doesn't mention a separate county contractor registration. For the ACT/EzPermitting route, the company opens an account and has its technicians tested and certified.
