Eagle Mountain's 'What Requires a Building Permit' handout (August 2026) lists water heaters as plumbing work that needs a permit. It says replacing any plumbing, gas, mechanical or electrical system needs one unless it is specifically exempt. Apply on the city's OpenGov portal with the 'Electrical, HVAC, Plumbing or Gas' single-trade permit, which is for work that usually needs one inspection.
The city's permit portal has a Contractor Registration application. We did not review what it requires.
