The Legislature created the Sonterra Municipal Utility District in 2005 for land partly inside Jarrell's city limits, partly outside, and partly in the area just outside the city (ETJ), to serve new homes and businesses. A 2009 filing described about 1,458 acres, roughly between FM 487, County Road 315 and I-35, with sewage going to the City of Jarrell's regional plant. Which side of the city line your lot is on decides whether any local permit rules apply.

EPA's drinking water records list Sonterra MUD as a surface water system serving about 16,600 people through some 9,200 connections. Its main supply is treated Brazos River Authority water bought through the Lone Star Regional Water Authority, backed up by district wells off CR 313 and CR 3001 and an emergency well water connection with Jarrell-Schwertner WSC. Because the mix can change, the minerals in your tap water aren't constant. We couldn't find a hardness number from the district, so test your water before choosing a softener or tankless heater.

For work inside the City of Jarrell, contractors, including plumbers, must register with the city and show at least $300,000 in general liability insurance. They must follow the city's 2018 International Plumbing Code and 2018 Fuel Gas Code. Lots in the unincorporated part of the MUD have no county home plumbing permit, but state plumbing licensing still applies.
