Apply online on DevHub (fastest; the city says permits are issued within 24 hours after you pay), by email to PPDTradePermits@portlandoregon.gov, or on a paper form by appointment. Every plumbing permit closes with a '399 Final Plumbing Permit' inspection.
Plumbing contractors need a license from the Oregon State Plumbing Board. The city tells homeowners to check contractors with the Oregon Construction Contractors Board (CCB).
