OATFIELD AT A GLANCE

Replacing a water heater in Oatfield.

Oatfield is unincorporated, so Clackamas County issues the plumbing permit to replace a water heater. It's the stretch along Oatfield Road, named for the pioneer Oatfield family, between Milwaukie and Gladstone and west of I-205. Most homes are owner-occupied houses from the 1960s and 1970s. Oatfield completely surrounds the tiny city of Johnson City, which uses a different permit process.

Oatfield is an unincorporated community in Clackamas County, so county offices handle permits.

A county island around Johnson City

1960s–70s houses, mostly owner-occupied

Census estimates put nearly half of Oatfield homes in the 1960s and 1970s and about 85% in detached houses; roughly 85% of households own their home. About 61% heat with gas, and a few still use oil. In houses this old, Oregon's replacement rules often mean adding things the original install never had: earthquake straps, raising a gas heater in the garage, a thermal expansion tank and a proper relief-valve drain.

Oatfield Road's water main is being replaced

Oak Lodge Water Services, which supplies Clackamas River water to Oak Grove, Jennings Lodge and parts of Milwaukie and Gladstone, named the Oatfield Road main in its 2020 Water Master Plan as one of the biggest sources of main breaks. Its board approved the design in November 2023, with construction planned over three fiscal years. Breaks and new connections can stir sediment into home lines, so flush your heater after any outage or boil notice on your street.

Ask: If water service was recently shut off for main work, can you flush the tank and check the inlet screen?
