About 800 acres north of the older Bethany neighborhoods joined the regional urban growth boundary in 2002. They were planned from 2006 and set in the county's Ordinance 712 in 2009 as a full community for about 15,000 people, with its own North Bethany Service District for Roads. Most heaters there are the builder's originals, so the first replacement is often when owners choose between another gas tank, a tankless unit or a heat pump model.

Census estimates put about a third of Bethany homes in the 1990s, when the neighborhoods south of North Bethany were built. A 30-year-old house here has usually had one replacement already. Oregon's statewide guidance says the new tank must meet today's rules for earthquake straps, raising it off a garage floor, relief-valve drain lines and thermal expansion, even if the old one didn't.

Tualatin Valley Water District lists Bethany among the unincorporated communities it serves. Its Joint Water Commission supply has about 34 ppm of hardness. TVWD says that once Willamette Water Supply System water replaces what it bought from Portland, it will stop mixing in groundwater in summer and water will be soft all year. Scale isn't the main worry for a new heater here.

The county's Building Services FAQ is clear: in unincorporated areas, a replacement water heater needs a permit. Send the FY 2026-27 county plumbing permit application to Building Services at 155 N First Ave., Hillsboro (503-846-3470). For inspections, call 503-846-3699.
The plumbing contractor must be registered with the Oregon Construction Contractors Board, and the journeyman plumber on the job must hold a license.
