ALOHA AT A GLANCE

Replacing a water heater in Aloha.

Aloha is a large unincorporated suburb between Beaverton and Hillsboro, so Washington County Building Services, not either city, issues the permit for a water heater swap. Homes get very soft water from Tualatin Valley Water District, which is switching its supply from Portland's system to a new Willamette River plant. PGE supplies power and NW Natural supplies gas, so Energy Trust of Oregon incentives apply to either fuel.

Aloha is an unincorporated community in Washington County, so county offices handle permits.

Who gets the permit
If you own a one- or two-family home, you can do the plumbing yourself or hire a licensed plumbing contractor. A friend, tenant, general contractor or anyone else can't, unless they're a licensed plumber working for a licensed plumbing contractor.

LOCAL CONDITIONS

What’s different in Aloha.

TVWD is changing its water source

TVWD's long-term contract to buy Portland water ended in June 2026. The district is moving customers to the Willamette Water Supply System in stages, starting as early as late 2026. TVWD says the new water may briefly taste, smell or look different as it meets existing pipes, and that it will stop mixing in groundwater in summer, so water stays soft all year. After your area switches, draining a few gallons from the heater clears out any loosened sediment.

Energy Trust money for either fuel

PGE and NW Natural customers in Aloha qualify for Energy Trust of Oregon's water heater incentives: $1,000 off an eligible heat pump water heater bought in-store at a participating retailer, $1,200 when a contractor installs a Tier 3 or better unit, or $400 for an ENERGY STAR gas tankless heater. They cover single-family, manufactured, duplex through fourplex and townhome properties.

Only a homeowner or licensed plumber may do the work

Washington County says plumbing on an unincorporated home, like one in Aloha, must be done by the owner or by a licensed plumber working for a licensed plumbing contractor. A general handyman can't legally install the replacement.

COMMON QUESTIONS

Aloha water heater questions.

Who issues water heater permits in Aloha?

Washington County Building Services, because Aloha is unincorporated. The county's $236 minimum plumbing permit plus Oregon's 12% surcharge comes to about $264 for FY 2026-27.

Will the new Willamette water affect my water heater?

It should stay soft, which is easy on tanks and tankless units. Expect short-lived taste or appearance changes during the staged switch, which started as early as late 2026. Flushing the tank afterward is a good idea.

Are there rebates for a new water heater in Aloha?

Yes, through Energy Trust of Oregon: up to $1,200 for a heat pump water heater installed by a contractor, $1,000 off right away at participating stores, or $400 for an ENERGY STAR gas tankless model.
