Flood-zone rules on the island

Newbury's Plum Island building guidelines say that if work on an existing home in a flood zone costs 50% or more of the building's value, the whole house must be raised on pilings, and the space below can only hold storage and mechanical equipment. A simple water heater swap won't trigger that, but it's a good time to move the heater out of a crawlspace or ground floor that floods.
