PERMITS & LICENSING
Replacing a water heater needs a plumbing permit, and a gas water heater also needs a gas fitting permit. File with ISD using the MA Uniform Application (plumbing / gas fitting) or the city's Online Permitting System. ISD schedules the inspections. If you don't call for a final inspection within 5 days of finishing, there's a $50 fee.
