PERMITS & LICENSING
Highland's plumbing permit application has contractors count new (N) and replaced (R) fixtures, and it lists water heaters and expansion tanks. So a replacement needs a permit. Download the PDF, then fax or email it to the department at Town Hall (3333 Ridge Road). All water and vent piping has to pass a water test.
