PERMITS & LICENSING
East Chicago accepts building permit applications by email or in person. Someone inspects the site before the permit is issued, and then there is a 48-hour wait. The city doesn't say whether replacing a water heater with the same type needs a permit.
Building contractors need a City of East Chicago license under Title 5 of the city code ($200 new). It can require a written exam, plus insurance and bonds renewed every year.
