Lockhart is unincorporated, so a water heater swap needs a $38 Orange County plumbing permit. Power comes from Duke Energy or OUC. This area northwest of Orlando, near Lake Lockhart and Edgewater Drive, grew up around a lumber mill that opened in 1894, with mill houses built in the 1920s. Today it's mostly 1950s–1980s detached homes, plus some mobile homes.
Lockhart is an unincorporated community in Orange County, so county offices handle permits.

LOCAL CONDITIONS
Lockhart became a town when its lumber mill was finished in 1894, and in the 1920s a group of new mill houses went up in a section called New Hill. A 2020 mural at Edgewater Drive and Lake Lockhart Drive marks that history. In older houses without a garage, the heater may sit in a utility room, closet or outdoor shed, where the drain pan line and clearances need a closer look.
Ask: Where will the relief valve and pan drain discharge, and does the space meet clearance for a larger tank?

About 72% of Lockhart's roughly 6,100 homes are detached single-family houses. Census estimates show about 38% were built before 1980 (about 14% in the 1950s). Older homes may need a drain pan, new shutoff valves or an electrical update when a modern heater goes in.
