CONWAY AT A GLANCE

Replacing a water heater in Conway.

Conway is unincorporated, so a water heater swap needs a $38 Orange County plumbing permit. It wraps around the Conway Chain of Lakes southeast of downtown Orlando, right where two water utilities and two electric utilities meet. Most homes get Orange County Utilities water and a slice on the Orlando side gets OUC water. The OUC and Duke Energy power line follows Conway Road. Which bills you get decides your water chemistry and whether a heat pump water heater rebate applies.

Conway is an unincorporated community in Orange County, so county offices handle permits.

60%Built before 1980
86%Owner-occupied

93%Single-family homes

About 60% of homes were built before 1980. Older homes often have older venting, smaller closets and shutoff valves that should be checked before install day.

95% of homes heat with electricity, which usually means an electric water heater. It’s worth getting a price on a heat pump model too.

LOCAL CONDITIONS

What’s different in Conway.

Two water utilities inside one community

Our estimate from Orange County's water map puts about three-quarters of Conway in Orange County Utilities territory and about a quarter in the Orlando Utilities Commission's. OUC pumps from the Lower Floridan Aquifer, uses ozone to remove hydrogen sulfide, and reports average hardness of about 7 grains per gallon. Orange County Utilities' 2025 report gives no hardness number, so get a water test before sizing a softener or tankless heater.

Electric territory line runs down Conway Road

A 2007 territory agreement between OUC and Progress Energy (now Duke Energy Florida) puts the boundary along the east and west sides of Conway Road, jogging around Hoffner Road and Lake Margaret Drive. Homes a block apart can have different power companies. OUC electric customers can get a $500 bill credit for an ENERGY STAR heat pump water heater if they apply within six months of buying it. Customers who get only water from OUC can't.

Belle Isle and Edgewood addresses are different jurisdictions

Conway shares Orlando ZIP codes with the lakefront cities of Belle Isle and Edgewood. Belle Isle handles permits and inspections through its contracted firm, Universal Engineering Sciences, not the county. A plumber working near Conway should confirm the parcel is really unincorporated before filing with Orange County.

Permits and who issues them

COMMON QUESTIONS

Conway water heater questions.

Is my Conway home on OUC or Orange County water?

Most of the area is on Orange County Utilities, but a strip on the Orlando side gets OUC water. The name on your water bill tells you; the county's water map shows the split.

Orange County GIS - Water Service Provider layer ↗

Can I get a rebate for a heat pump water heater in Conway?

Yes, if OUC supplies your electricity. OUC gives a $500 bill credit for an ENERGY STAR heat pump water heater. Homes on the Duke Energy side of the Conway Road line can't get it.

Who issues the permit for a Conway water heater?

Orange County's Division of Building Safety, through Fast Track, if the parcel is unincorporated. Nearby Belle Isle addresses go through that city's contracted building inspector instead.
