Replacing a water heater in Berkley needs an Adams County building permit, priced by job value (from $24 for work up to $500). Most homes get Denver Water through Berkeley Water & Sanitation District or Crestview. About one in five homes here is a mobile or manufactured home, by Census estimates, far more than in nearby Sherrelwood. Those homes have to follow federal HUD-code rules for water heaters.
Berkley is an unincorporated community in Adams County, so county offices handle permits.

Federal rules for manufactured homes say gas appliances, including water heaters, must keep their burner air fully separate from the air inside the home, for example with a sealed direct-vent unit. Air inlets and flue outlets must be listed for the purpose. Tank heaters need a corrosion-resistant drain pan that drains outside or to a drain. You can't convert an appliance to another fuel unless its listing allows it. A standard gas tank from a big-box store, which pulls air from inside the house, is often the wrong replacement.

Berkeley Water & Sanitation District was formed by court decree in February 1961. In March 1962 it signed Denver's Distributor's Contract 176 to supply its residents. A 1967 amendment left it with about 1,960 acres, and a 1979 resolution adjusted its line with Crestview. Its water comes from Denver Water, so hardness matches Denver Water's system.
